Why a phone number rather than an app
Ride-hailing platforms bet everything on the app: a recent smartphone, an internet connection, an account, a saved payment method. For many people each of those steps is an obstacle, and together they are a wall.
Someone with impaired sight does not read a map on a screen. An older person may not own a smartphone, and if they do, they may not want one more app on it. Someone who does not read French will not fill in a form, but they can speak and make themselves understood.
The telephone solves all of this at once. There is nothing to learn: you dial a number, someone answers, you say where you are going. It is the oldest way to book a car, and for a large part of the population it remains the only one that genuinely works.
